Quality is a very subject word. But obviously you cannot affect humanity by writing songs of low quality, can you? Lennon affected mankind, therefore the songs had to have been of a high quality.

McCartney's worst stuff is like a commercial jingle - usually irritating fluff, but can very well be catchy and tuneful. Chances are, you can probably whistle the tunes you hate - even obscure cuts that weren't ever singles. Lennon's worst is very forgettable - I've heard Mind Games and Walls and Bridges a few times, but outside of the singles, which get plenty of play on classic rock radio, I can barely remember the songs. I have an easier time remembering stuff he said from that era - like the funniest bits from his famous interviews.
One of the last songs they really did together was "Come Together": John's song, his words, but the bass and drum pattern was PAUL's. A perfect example of what they had and what was lost once they went their separate ways.

Paul was more of a singles artist than an album artist, post-Beatles. If we're talking about ONE collection, I'd go with Wingspan. Not perfect (not a fan of the mastering or the use of radio edits), but it's got just about every song you'd need.
John's Plastic Ono Band is a must own; he went on to make other good records, but none that matched the uncompromising tone of Plastic Ono Band. Working Class Hero: The Definitive John Lennon is good, if you're looking for compilations.
